Enumerate all possible plans that can achieve the goal.

executor (PDSketchExecutor) – the executor.
state (State) – the initial state.
goal_expr (str | ValueOutputExpression) – the goal expression.
max_actions (int) – the maximum number of actions in a plan.
verbose (bool) – whether to print verbose information.
is_goal_serializable (bool)
enable_csp (bool)
